A sum of $250,000 has been inserted as a

token contribution to the War Memorial Fund. When the Objects and Reasons relating to the Hong Kong War Memorial Fund Ordinance were published it was stated that it was the intention of Government to ask Logis- lativo Council to appropriato for each financial year a sum proportionate to the contributions of the public during the financial year immediately preceding. It was felt however that those administering the fund will require some working capital before any substantial contributions from the public are received and that it would therefore be convenient to provide a tokon sum in the Estimates on which the Committee could draw. It is still Government's intention that its contribution should be proportionate to the contributions of the public and any sums advanced from the provision now included in the Estimates will be adjusted later on that basis.

Provision for $151,000 has been made under this Head for the expenses of the Quartering Authority. Some $120,000 of this sum will be required for Rent, Light and Fuel for hostels.

Provision has also been included under the Miscellaneous Head for a sum of $212,000 to meet the expenses of the War Damage Claims Commission.

On the wholo Head the net increase is

$7,890,057.

Head 22. Police Force

Personal Emoluments

The establishment remains basically the same.

The Police Department will however take over

responsibility for the New Territories from the Military in April and as the Indian contingent has not yet been re-established it is necessary to provide for a considerable temporary increase in the Chinese contingent.

The posts of Police Cadet have been merged into the Assistant Superintendents establishment. The post of local Assistant Superintendent has been deleted. The European Inspectorate has been reduced by 29 as a result of retirements, resignations and the termination of contracts. In order to achieve a correct balance between various ranks, five new posts of Chief Inspector have been provided for while 65 sub-Inspectors are promoted to Inspectors. The proportion of ranks in the local Inspectorate has been adjusted by the creation of one new post of Chief Inspector and the promotion of 4 sub-Inspectors to Inspector.
